Backstays are not always found on all vessels, especially smaller ones. A permanent backstay is attached at the top of the mast and may or may not be readily adjustable.

Of course it will affect the forestay some, but not what you expect on a masthead rig. It will depend on the proportions the rig, of course. a 15/16 rig is different from a 7/8 rig is different from a 3/4 rig.
