If you were told that your vehicle did not pass a smog inspection because your car’s OBD II readiness monitors were not complete, it doesn’t mean that you have a bad monitor. OBD II readiness monitors are not sensors! Your car has an engine control module (Computer).

Thermostat may also be soft, 15 minutes is not long enough to fully warm up the engine under many conditions.
